The new bike safety law clarifies the Illinois Vehicle Code, allowing bicycles to pass motor vehicles on the right and on shoulders. Prior to this law bicycles were lumped in with motorcycles, mopeds and scooters, which are prohibited from passing on the right of other vehicles.

"This simply brings some needed commonsense to our laws," Cullerton said. "We want to encourage commuting by bike and recreational cycling: it is good for the environment, cost effective and safeā€”this law makes it even safer."

This law takes effect Jan. 1, 2014.

Cities that are interested in using renewable sources of electricity can require utility companies to disclose how their energy is generated. The new law gives municipalities the option to require energy companies to disclose whether they use renewable or non-renewable sources.

"If cities and their residents want to reduce their environmental impact, then they should have the right to know where their electricity comes from," Cullerton said. "This is about giving customers the ability to choose how green they want to be."

This law takes effect Jan. 1, 2014.
